Excel 2003 changes a character in a .CSV

I have a user who is saving an Excel spreadsheet as a .CSV and then importing
it into SAS. He indicates that one character is being changed from a '-' to
a '?'. This did not happen with Excel 2002.

Thoughts? Suggestions?

First look in the ".csv" file with Notepad.exe and see if it is being
exported as a "?" as opposed to "-" or if the import side is getting
confused.
