How do I create a "fake" outline level? That is, no roll-up, no data, just
an outline level that doesn't do anything at all.
If you're asking how to create a Summary line without any subtasks, I
don't know of any way to do that in Project. You could create one with
hidden subtasks, by making the bar for those tasks white, so they
don't show.
More to the point, "Why?". If you explain why you need this, maybe
someone here can help you find an easier way.
