I am having trouble with faxcontacts. When I create a new one, and type in a
phone number, it adds a +1 and area code. Then I send an email to this
number and it fails because of the +1 and area code in front of the fax
number.

Then your dialing rule is configured incorrectly. Fax number should be
stored in canonical format.
The Fax service will not process dialing rules unless the phone number to
which you are sending the fax is in "international format." Details on how
to use international format to invoke dialing rules are available here:
