File attachments not delivered to Outlook from browser form

I have an InfoPath template which can be opened either in InfoPath or in a
browser and is submitted via email. The template includes the attach file
control. When the form is submitted from InfoPath, the file attachment is
present. When it is submitted from the browser, the file attachment is not
present.

Does this form need to be approved by the SharePoint server admin, or is
there some other reason why the file attachment is not sent with the form?
