"File in Use"

When I try to open a Word document I get a "File in Use" dialog box that contians this message. "Incentive Programs Data Base.doc is locked for editing by "another user". You can open read-only and be notified when "other user" has closed program. If you cancel it tells you that it is a mailmerge doc and can not find source (Incentive Prorams). I can then remove mail merge header and it goes back to normal document. I have know idea what Incentive Programs is and there is no one using the file. Anyone seen this before?
