File Task bar will not open when clicked?

The file task bar will not open when clicked. The blue box shows when the
cursor hovers over the File icon but then nothing happens. Pressing the ctrl
p or ctrl o work ok. I have tried to repair and reload word but still no
help. Any help anywhere?
