I started creating a web-site in Publisher 2003 at home,
but when I put it on a disk to bring to work to continue
working on it, it opens as READ-ONLY...What can I do to
continue working?

If it's on a CD, then it will be read-only, as CD is a read-only format

Copy the file to your local hard drive
Right-click the file > Properties
Uncheck Read-only
Open the file

When you've finished making modifications, save, and copy back to CD or
Floppy

I had already copied it to my hard drive, now the copy on
my desktop and the original on the CD is a READ-ONLY
folder. Also all of the files in the folder, in both
locations are read-only

All files, when copied to CD, get marked as read-only.
You need to go to the file, and un-mark it as read-only using the procedure
I described.

I tried and it didn't work. So what I tried next was
creating a new folder on my desktop to copy the files
into. When I created the "New Folder" and looked at the
properties, it was READ_ONLY

And what happens if you clear the Read Only check mark?

It clears, until I close it, then when I check it again
it's back to read-only

What happens if you use a different folder, like My Documents?
What security/restriction software is installed on the work PC?

Open Windows Explorer, open the folder with the files, use the ctrl A
buttons to select all the files in the folder, click on file in the menu
bar, click on properties, there should be a small screen and towards the
bottom three attributes check boxes (Read-only, Hidden, Archive), click on
the Read-only box to remove that property. THEN THE MOST IMPORTANT CLICK ON
APPLY BEFORE THE OK. You must apply the change or things will revert back to
read-only when you close.
