Fill effects don't print right

I apply a fill effect and transparency. It looks great on the screen but when
it prints it does not look right. I think part of the problem is it is
ignoring the transparency setting. I tried copying the area as a picture and
pasting it back in. Does the same thing.

Right-click the object, save as picture, use a higher resolution selection and
the .png extension. Insert back into your publication. Copying won't paste as a
transparent picture.
Publisher doesn't do well with transparency.
