fill empty picture frame with picture

I've been trying to make a template. I want to have images boxes which can be
filled with an image when needed. I can't work out how to do this. Each time
I insert picture or change picture, the picture is just dropped on the page
and not into the frame.
I want pictures to be the same size, position, stroke etc so that other
staff members can easily replace pictures as needed without reformatting
every time.

It would be helpful to know what version Publisher.
Right-click the frame, click change picture.

I think it is the version with Office 2003. I don't have it at on the
computer I'm at now.
I did all the obvious things like the one you suggest but if the image is
not exactly the dimensions of the existing picture box it does some strange
resizing.
I need to be able to scale the image inside the frame, as you can in Word.
I want the picture frame to stay constant and change the image inside that
frame.
Is it possible or am I asking too much of Publisher?

Publisher resizes the frame such that the inserted picture fits within
the original frame size. If it scaled the picture to fit the frame in
all directions, then the picture would normally be horribly distorted.
Publisher did this up to and including Publisher 2000, but this
behaviour was changed with the introduction of the new Office Art
(Escher) in Publisher 2002.

There is the one cell table, you can set the size of the table. With the cursor
in the cell, fill, fill effects, picture tab.

This isn't quite what I mean.
I want to be able to have a frame size that stays constant. Then I want to
insert a picture into that frame, have the frame stay the same size but scale
the image (in proportion obviously) inside that frame.
I don't want the frame to move... ever!!
If I fill with an image, I am stuck with that size. I can't then rescale the
image.
I am trying to set up templates where all items on a page stay in exactly
the same place. I want to be able to set picture boxes with outlines set to a
particular colour which images can be placed into. I want the boxes to stay
but the images will be changed regularly.

I think Publisher doesn't have the ability to do this. I think it is an
option in more sophisticated page layout programs only.

I would be really glad of some help with this.

You are right, Publisher cannot lock objects in position.
