Folders and Sub-folders

When I create a new folder the system always makes it a
sub-folder. How can I move sub-folders to be a folder by
itself? Thanks

Make sure you choose the topmost level as the root. when you create the
folder. By default, a new folder will be created in whatever folder you
have highlighted.
