Footnote keeps continuing..make it stop

I inserted footnotes using "restart on each section" but when i went to the
next section the footnotes continued..I didn't have "continue from previous"
selected anywhere. I even tried "restart each page" thinking that the
section page produced a new page and that would work..that didn't work
either. It kept restarting from the previous section.

Please help.
