No. If they can edit anything, they can edit anything. If you think about
it, consider what would happen if in editing the text, they needed a larger
text box?
You could put the layout on the Master Page (Background, in earlier versions) and
leave the text boxes on the publication page. This will protect moving your images
and layout design. It won't be locked but it will prevent inadvertent editing.
