Format changes with "restart numbering"

Why does the format of the relevant paragraphs (even the format of the style)
change when I choose "restart numbering" somewhere in a numbered list?

List are a whole world unto themselves. Are you using a dedicated list
style? I have a long treatise on the subject if you care to email for
it.
