Formatting Borders

I understand that, to move borders further away from the edge of the page,
you do so by setting on text instead of from the edge of the page. The
problem is, to put a border (a vertical line) down each side of the page,
though I measure it from the text, it will not draw the verical line from the
very top edge of the paper to the very bottom edge of the paper. An example
would be a legal page with a vertical line on either side of the page. Does
anyone know if there is a way to do this without losing the formatting of the
page?

Your printer can almost certainly not print from the very top of the page to
the very bottom.
