How do I make a form where I can type on top of a line? I don't want to type
the text and then underline it, I actually want to type on top of the line
where the lines stay static. Can this be done?

Apply a border to the bottom of the cell(s) where you want type into.

That shouldn't matter. Out of curiosity though, we are talking about Excel
