Forwarding HTML emails for others to use as stationary

I have created, what we call at work, an HTML email (aka stationary). The
sales department needs to use this HTML email to send to their clients and
prospects and, in some cases, may need to personalize these emails (example:
Dear Bob).

I have been creating a new email, selecting the HTML file that I have
created to use as the stationary, and doing a "Save As" and saving the file
as a ".msg".

I then send a message to the sales department and attach the .msg file.

My instructions to them, for them to use it as stationary, is to save the
file to their desktop and then double click it from there. They are able to
personalize the email and send it as if they created it.

They, of course (being sales people!), want an easier solution. They want as
few steps as possible. I thought I could attach the .msg file to an email,
send it to them, and then when they double click (rather than save), they
would be able to personalize and send. When I test it, it allows me to
personalize, fill out the "to" and "from" and "subject" fields but it greys
out the "Send" function.

Is there an easy solution that I can provide to my sales department?
