frame color

Hi!
I need to change the color of the frame that is a part of the master page.
I have open "edit master page", but I cannot find any reference to the frame.

Are you trying to change a "Special Paper" template? Those templates can only be
bought from www.paperdirect.com

I do not know if this is a special paper, but i noticed that even opening a
new file it comes already with the same blue frame.

This is not a frame, it is merely a guide. The blue colour is hard-coded
into Publisher. In some earlier versions there was a pink one as well.
It will not print.
