Front End Opens Backend Exclusive

I have a multi user database with an MDB on a network shared drive.
And each user has a local copy of the frontend MDE. This database was
created in Access 2000. Recently some users were upgraded to Access
2003. One particular user is always the first one to access the
database in the morning and the backend is being opened exclusively by
this user through the front end.
I have done several test on the users machine.
* The default open method is set to shared.
* The permissions are ok in the network shared drive. I am able to
create, save and delete a notepad file in the same directory as the
back end from their machine.
* Default file mode is set to 2000.

If I try and open the backend directly it opens in shared mode and and
LDB is created. If I use the frontend no LDB is created for the
backend and no other users can access the database.

Any ideas as why the backend is still opening exclusive through the
frontend?

Did you examine the LDB file? Is this user closing the database down
correctly, or is he/she powering off without exiting the database?

There is no LDB file being created. If an Access 2003 user is in the
database, no other users can access it. If a user opens the database
before a 2003 user, an LDB file is created and it will operate fine.
The 2003 users seems to be locking certain bound forms from opeing in
other users front end as well.

You can create, save and delete a notepad file. But can that one
particular user? I strongly suspect their permissions are inadequate.

Yes that user can. I was at their station under their logon when I did
the notepad test.
