Front page and tool tips?

I'm using FrontPage2002. I'd like to do something like tooltips on my web
site for when folks mouseover specific areas, a small explanatory box will
appear. Even a messagebox would be good. Are such facilities or
something equivalent available?

Any tag can have a title attribute - which produces exactly this effect,
e.g.,

<p title="whatever you want here">
