I would still like to know if I can download the Extensions and use them on
my standalone PC that I am developing my website on. I need to get some
forms working and I cannot truly test them without the extensions. I do not
want to pay for hosting just yet as I'm not sure how proficient I have been.

All that your server has to have in order for FrontPage to work is
electricity. It is, at heart, just a HTML code editor, no better or
worse than any of the top site editors on an even playing field - like,
