How many FTE's are required to administer a Project Server 2003 environment
depends a lot on how large your implementation is. This includes how many
resources are in the Enterprise Resource Pool, how many projects are in the
Project Server database, how you handle the reporting of nonworking time and
whether it is entered in the Enterprise Resource Pool, how frequent is your
company's reporting cycle, how many and what types of custom Views are
required in the system, how much you are expected to assist those who use
the system (inlcuding PM's, team members, and executives), and how much time
you spend on technical problems with the system.

If you are already serving as the PS admin and are working full-time on this
assignment, then I think you have proof that 1 FTE is required. If you find
yourself working overtime every day on this job and are falling further and
further behind, then perhaps you need a half-time or full-time assistant as
well. I'm not aware of any formal documentation about how many FTE's the
job requires, so if someone else knows of one, I'd appreciate knowing about
it. Hope this helps.
