General Mail Failure

We are working on migrating to Office 2003 here and we're seeing a lot of problems. One current problem is I have a user that within Excel 2003 clicks the email (as attachment) button and gets the general mail failure, restart the mail system. I have restarted outlook (2003) and restarted the system (XP Pro) as well as checked that outlook is the default mail program in Internet Explorer. It still does the same thing everytime.

Any and all help would be greatly appreciated.
