Getting Office 2000 Help to work quickly

Running Office 2000 Pro on Win 2000 Server.
In any of the Office Apps, when I click "Help" I get several "Installation" windows sequentially. Each one says it is installing the needed information and it needs the Office CD. I Cancel each one and ultimately the Help window actually opens and has information in it, but it takes a couple of minutes. How can I configure either Win 2000 or Office 2000 so I get help immediately?

Are you running as an administrator? Have you installed all of the patches
from OfficeUpdate?

Yes. After letting it run to completion including putting the CD in the
drive it finally gets to the same point as when I just cancel all the
Installation windows and never put the CD in the drive. Then, the next time
I try to get help, it does the same exercise all over again which is to open
Installation windows and ask for the CD.

I am not running as an Administrator. This happens to all users. I do NOT believe the patches from Office Updates have been installed. Is this a problem that the patches solve?

It's unlikely that Office can successfully install anything if you're not
running as an administrator. As an admin to log in and run the installer to
perform a complete install. Then, try again.
