Graphic covering footer -- help?

I have a large page-border graphic that is behind the
text in my Word document. Everything's fine, except that
the footer text is hidden by the graphic, even though
I've selected SEND TO BACK and SEND BEHIND TEXT.

How do I get the footer to display above the graphic?

(As I said, it's a full-page graphic, so it can't be
placed in the header or footer.)

Put it in your header or footer behind text. Word is happy to have a
full-page graphic in a header or footer. So long as you don't have text wrap
around it, it will work fine.
