Graphics keep moving!

I've adopted a practice of using 2 column tables to group
figures with text, e.g., text in one column/figure in
other. I got idea from a Word User guide--there are some
disadvantages (having to watch sizes, shifting things
around, etc.) but overall it's been worth the trouble.

The easiest way to deal with this is to use a TABLE instead of COLUMNS.
Columns are very fussy and almost never behave the way you want the
to. Tables can be formatted with no lines, so nobody every needs t
know you used them
