Dear,
What's the best way to resize images without losing quality? You can do this
in Frontpage, but aren't there better ways to do that?

whatever graphics tool you have available will have the facility to do this.
personally I like PhotoImpact from www.ulead.com

ULead has a lot of good stuff for cheap. It doesn't do a heck of a lot, but
covers all the bases for casual users, and costs very little money.

one of their tools that's just exceptional is "SmartSaver Pro"
it's an awesome batch processor that results in smaller files that look
better than any other tool I've found. also it's slicer is very easy and
fast.

an image editor would be the best way - obviously. Frontpage is *not* an
image editor!
