Groupin Rows

I am highlighting a range of rows and using the "group"
function. After selecting "group" nothing happens. On
this particular worksheet nothing is group-able. What is
the dealio?

No. I don't think it is. If I go to "protection" it does
not indicate that its protected. can you help?
