Headers and footers are not there

When I open a new document, my other margins are in place, but not the top
margin to allow space for my header, I then have to go Insert>Header &
Footer, Close the toolbar, and that gives me the correct distance from the
top. I have even changed my Page Setup and saved the default for the distance
of 2.5cm, but each time I open a new document, I have to insert Header &
Footer again,

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
