Headers & Email downloads problem

I just installed Office 2007 on a new Win 7 Pro (64-bit) machine. After
configuring my POP3 email accounts to download headers I began using the
program. For most, not all, emails I mark to download from the server the
messages are marked downloaded in the status column however when I attempt to
preview in the reading pane or open I get a message telling me to mark the
header for download. Only when I exit Outlook and restart the program are the
downloaded emails visible. I spent 3 hours with a MS tech Friday and the
problem was incorrectly attributed to conflicting add-ins. I am using the new
MS Security Essentials for AV and MS Firewall; there are no 3rd-party
security apps installed. There are no issues if I set the account to download
all messages on a send/receive. I Googled the issue and saw several
discussions but nothing substantive. Help?

Try setting the option to download headers and the message bodies not just the
headers in Outlook\Tools\Options
