Help goes to IExplorer

Using Vista & Office 2007

I get a couple 'normal' help screens until I get down to a specific help.
At that point, a pop-up box titled "File Download" asks if I want to
open/save
a ".htm" file.

When i click open it open the file in IExplorer instead of the HELP screen.
