Help me create a .wav file!

How can I create my own .wav file? I hae downloaded an animated clipart
picture that I want to send via email and I want to add a song that will play
when the recipients open the email. HELP!!!!!

None of the Office Programs, far as I know do this. Go to a computer
store and looks for software that does this. Do some searches on Google
for how to add sound to animated files. Probably you can find some
books or magazine articles on the topic.
