help with office 2000 install

Some of my users are not able to use MS office
components. The program icons are present in all of thier
user accounts, but when they go to open a program they get
the message that "The feature you are trying to use is on
a network resource that is unavailable." Office was at
one time pushed down to all computers from our server, but
is now installed locally on every machine. Office was
installed on those computers using the administrator
password, but anyone who signs on to the computer has to
install office.... trouble is some users don't have
rights to install software.... ideas?????

This behavior may occur if the following conditions are true when you try to
install Office features:

- The "Installed on First Use" option is selected. -and-
- You are installing the Office feature from a resource, such as a network
server, that becomes unavailable during the installation.

If you become disconnected from your installation point or network resource,
reconnect and try to use the Office feature again.
If you are a mobile user who is using a laptop computer, and the
installation resource is unavailable, you cannot use the Office feature
until you reconnect to your installation resource.
