Hide Resource Costs

Management would like to use Project Server for tracking actual staff costs
against projects. However they are only prepared to allow Resource Managers
see this information for their direct reports.

Ideally it would be possible to set permissions to hide and lock the cost
fields in the Ent Res Pool and schedules, but on reading other posts this
does not seem possible. Instead it looks like I am going to have to set the
costs at $1/hr and export the plan to excel and apply multiplying factors
there to see progress vs actual.

Has anyone come up with a better way?

One practice is to average rates for all Resource in specific pay bands or
for specific skills. Then add the average hourly Overhead for the Resource
and you end up with a rate that doesn't give much information away and can
be freely shared.
