Is there a way to delete one of the default side pane
lines? We would like to delete Change Password as all
of our users will be Windows Authentication.

Actually that is controlled through the Global Permission
of Change Password. Go to either your group permissions
and deny that permission or go the security template for
that group and deny it there.
