Hotmail on Outlook

I am unable to flag any messages in my Hotmail Inbox on
Outlook 2002. I tried customizing my toolbars on Outlook
by adding a flag icon, but that remains inactive. I am
also not able to sync email from the Hotmail Inbox to my
PDA. Both these problems do not occur for messages in the
general Inbox folder.
