How can I add Protective Marking Headers/Footers to e-mails?

Is there a way to automatically add Protective Marking, eg, 'Confidential' or
'Restricted', to the Header and Footer of an Outlook 2002 e-mail?
(particularly from a user perspective, not by alteration to server settings)

You could use extra signatures or, if you're using Word as the editor, AutoText, but nothing to do it automatically is built into Outlook.
