MS Document Imaging only seems to like TIF files but you could
use the free program Irfanview to save the JPEG as a TIF for
character recognition. That seemed to work pretty well for me.
Others have rightly suggested that Paint will do the conversion
but I have not tried character recognition on the result. There
are also programs like Omnipage (I got Pro 9 with my scanner
long ago) that will work on JPEGs.
