Publisher isn't a photo editor but you can do some basic things. What
specifically do you want to do?

2007 Professional

Publisher has never contained a photo editor; however, some editions
were bundled with a separate photo editor ("Microsoft Publisher with
Digital Imaging"). Upgrading Publisher doesn't replace that software; it
should be where you left it. If you've changed computers or reinstalled
your OS from scratch, then you'll need to reinstall it from the original
disc.
