How can i get a jpg attachment unblocked in Outlook?

For a jpg attachment, I'm getting a message "Action: Blocked by Filter
Rules". How can I get that attachment back?

there's a free plug-in which gives you proper control over which attachments
outlook blocks. see:

Technically, Attachment Options is not freeware, but shareware. From the
