How can I move message that age over 1 week using rule wizard

I use Microsoft Direct Push with Exchange Server 2003 SP2. I've a problem
with my users to managed his/her mailbox size on server. Can I create rules
wizard to move mail age over 1 week to pst file on local PC?

No, but you can use AutoArchive for this.
The return question is; do you really want to use pst-files in a managed
environment?
