how can i turn of feature that will not allow double letters and .

Somehow a feature in turned on in word 2003, that will not allow a double
letter to be typed unless you use the shift key. the same with the backspace.
Does anyone know how to turn this off.

Actually, that's a Windows function, not Word. Go to Start > Settings
Control Panel > Accessibility Options and uncheck "Use FilterKeys".

While you're there, you may want to click the Settings button and
uncheck "Use shortcut" so you won't accidentally trigger it again by
leaning on the shift key too long.
