How can I view multiple pages other than print preview

How can I view multiple pages of my document without resorting to print
preview.

You can't... You will have to resort to print preview.

You could setup each page in a different publication (copy/paste) and tile the
pages.(Right click the Quick Launch bar).

Has MS Publisher always had this issue? < BEGIN RANT It does not make sense
to me limit the view to a single page in edit mode. For example I could be
writing an article in a newsletter that carries over to another page and I
want to add a second textbox to the newsletter that has some highlight points
that I want to emphasize from my article. I want to be able to read my
article while I create the edit points. I have ways to work around this but
the point is that they are "work arounds" and I wish I could view more that
one page at at time. /END RANT>

Drag the text box you wish to refer to into the scratch area or simply copy the
text box into the scratch area and delete it when you are finished with your
highlights.
