How do I allow hyperlinks in Office documents?

I have Word and Excel documents that contain hyperlinks.

Starting last week, when I click the links I get an error message: "The
operation has been cancelled due to restrictions on this computer. Please
contact your system administrator."

I AM the system administrator. I'm not aware that I did anything to restrict
linking.

How can I restore the ability to click a link in Office documents?

a standalone or networked computer, and which versions of Office

Sorry about not providing system info. I'm usually thorough about that, but
was in an extreme hurry this morning and totally didn't think to do it. The
link you provided below took care of the problem. Thanks very much for your
prompt reply.

Trying to get on-line help for a Word 2007 problem I get the "This operation
has been canceled due to restrictions on this computer. Please contact your
system administrator." when I click the link.
Running Win7 64 bit.

All the links and KB I can find refer to XP and or older versions of Office.
The "Reset Web" instruction in kb 307818 id not an option under IE8.
