how do i change pixels of my photos?

i need 600*600 photos to submmit in a office, but my photo pixels is below of
this requirments. how can i cange my pixels?

You certainly can't do so in Microsoft Access, the subject of this newsgroup.

And if your picture is smaller, you can use programs such as SnagIt or Windows
Picture Editor to stretch it, but you cannot improve the picture quality if
the data isn't there.
