how do i change resource costs in project

The rates associated with resources I assign often change during the course
of the project. Is there any way to reflect more than one rate for a
resource in one project and keep the old rate up until the rate change? In
other words, a resource will have one rate until date "X" and then a new one
after date "X."

Definitely. Go to the Resource Sheet and select a resource. As I recall
(I don't have Project open so this is from memory), double clicking on
the resource will bring up the Resource Information window. Hit the tab
for Pay Rates (or something similar). In that sub-window you can define
multiple time phased rates.
