I have several slides that need to have the background changed without
changing the content of what is on each slide. How can I change the
background on all the slides at once to be a single look and feel

To use an pre-designed layout in PPT 2002/2003:

Click Format > Slide Design.
When the Design Task Pane Appears, select the new design you would like to use
Click Apply to All or Apply to Selection (depending on what you need)

What Sandy said.
Or if you have background that you want to add,
click Format > Background.
Click on the drop down bar, select Fill effects.
Click on the picture tab and click "select picture".
Choose the background you want to add. Click Insert. Click OK.
Click Apply to All.

Alternately, click View > Master > Slide Master.
Click Insert > Picture > From File.
Select the background you want. Click OK.
Resize the picture so that it covers the whole slide.
Close Master View.
Now if there is any slide you do not want to have the background appearing,
you can click Format > Background.
Then, put a checkmark to "Omit background graphics from master".

Hope this helps.
