How do I change Start Date Format to read DD_MMM_YYYY HH_MM-SS as

Tools, Options and the View tab. Project looks at the Regional settings in
the Control Panel for date and time settings. I'm not sure you'll get
exactly the format you've asked for, but you will get close.
