how do i change the colors of the scroll bars

I want to change the scroll bar colours for diferent pages. At the moment it
always defaults to "microsoft blue". I use Frontpage 2003 but there is
nothing in the help section that addressess the issue. Any help would be
gratefully received. Thanks.
