Our company just got Microsoft XP on all of our computers. I am having a
difficult time with Publisher. Can anyone help with the question stated
above?

a) You mean a border. A boarder is a person who boards with you, i.e. rents
a room.
b) A technical nit-picking point: You have Publisher 2002 - there was no
such program as Publisher XP. Publisher 2002 was a part of Office XP.
Microsoft like to confuse you :)
c) You must create an object to which to apply your border. Press Ctrl+M to
go to the master page, create a rectangle almost the size of the page.
Apply your border to that rectangle. Press Ctrl+M to go back to the
foreground pages. If you only want the border on one page, don't use Ctrl+M
to go to the master page before creating your rectangle.
