How do I close MS project so that I can reopen in read/write mode

I am using MS 2007 and Server 2007. I am experiencing a problem when I try
to reopen the project. I am getting error message "can't open in read/write
mode because a previous checkin of this project is not complete".

Have anyone else experienced this problem and if so, what was your solution?

This is a known bug. I think that Service Pack 2 has a fix for this.
There are a couple of things you can try

1) Go to project server and see if the file is checked out. If it is, then
you can force a check-in.
2) Find out where your project cache is located (tools menu / local project
cache / cache settings) then close project, in Windows Explorer find the
cache folder and delete it (make sure you aren't working offline with any
files first because any local changes will be lost) then restart project.

I'd work on getting the latest service pack installed as the best long term
solution.

And make note that there are two sections to the cache - projects not checked
out to you and projects checked out to you. You can switch between them from
the dropdown list. This is something that users often don't notice.
